Following the closing of the Target store at the Mondawmin Mall in early 2018, a vision began to emerge for the once-vacant space. Recognizing its vast potential to serve the Mondawmin community, a dedicated team led by Tim Regan, President & CEO of Whiting-Turner Contracting Company, and his wife Joanne, took action to create a thriving community hub—The Village at Mondawmin.
Working hand-in-hand with the Greater Mondawmin Coordinating Council, local nonprofits, community leaders, and residents, they carefully assessed the community’s needs, paving the way for a redevelopment that now includes healthcare, workforce training, and other community resources. This initiative reflects a heartfelt commitment to fostering empowerment, well-being, and opportunity in the heart of West Baltimore.
In March 2025, TouchPoint Baltimore moved into its new, state-of-the-art space inside the Village (see video above), where the organization continues to work alongside its community partners to serve Mondawmin.
